Chief Frater is an Assistant Fire Chief / Fire Marshal for the City of North Las Vegas. He is a Registered Professional Engineer in Fire Protection in the States of Nevada and Arizona. Chief Frater has over 16 years of fire prevention experience of increasing responsibility and authority. He has provided his expertise to the City of North Las Vegas Fire Department since 2005, with previous assignments at: City of Mesa, Arizona, Building Safety Division; Grainger Consulting, Inc.; and Arizona Public Service Co., Palo Verde Nuclear Generating Station.

Chief Frater holds a Masters Degree in Business Administration and a Bachelor of Science Degree in Mechanical Engineering from Arizona State University. He is International Code Council certified as a Fire Marshal (CFM); Fire Code Official (FCO); Building Official (CBO); Fire Plans Examiner; Uniform Building Plans Examiner; Uniform Fire Code Inspector; and Fire Inspector I and II. He is a member of the International Association of Fire Chiefs, International Code Council, National Fire Protection Association, and the Society of Fire Protection Engineers.
